Indeed, only proper understanding and practical implementation of international standards can build a foundation for a responsible attitude to personal data in the information environment, which is the only acceptable behavioral pattern in the modern world. However, the main incentive for Top Cat to assume the obligation to comply with the Regulation is its responsibility towards each member of the Rating, wherever he/she resides. One of the main features of this document is its extraterritorial scope, which means that it shall not only apply to the territory of the EU, but also regulate responsibilities of the companies that process personal data of EU citizens and residents in the course of their activities, regardless of where such organizations are actually located. Despite the fact that Top Cat is a Russian company, the Rating covers a number of countries, including those belonging to the European Union and, accordingly, falling under the General Data Protection Regulation. The GDPR officially entered into force on May 25, 2018, and the Top Cat Rating team assumed a voluntary obligation to comply with all its principles and requirements from the very beginning.
